South Africa’s community schemes are evolving, reflecting the country’s rich and growing diversity. This change calls for more in depth discussions about how we can use community schemes as a foundation for broader nation-building efforts.
The Community Schemes Ombud Service (CSOS), a vital agency under the Department of Human Settlements, is at the forefront of this transformation. CSOS is dedicated to ensuring that community schemes run smoothly by providing alternative dispute resolution services, regulating and monitoring governance documents, and promoting good governance.
It also plays a key role in educating homeowners and scheme executives on their rights and responsibilities, fostering awareness, and driving inclusivity in these shared living environments. Historically, South Africa’s housing landscape was shaped by segregation, with many citizens having limited experience living in community schemes. However, today’s schemes boast diverse ownership across age, gender, and race. In fact, younger homeowners, between 25 and 34 years old, are entering the market, while older owners often downsize or invest in sectional titles. Women make up a growing proportion of owners, now constituting nearly half of all participants in these schemes.
While sectional titles were once predominantly owned by white South Africans, there is an encouraging trend toward increasing diversity. More black, Indian, and colored owners are becoming part of this shared living space. Yet, despite this progress, community schemes don’t yet fully reflect the nation’s demographics, with factors like affordability and location still shaping ownership patterns.
These changes highlight the importance of ongoing conversations about cultural inclusion, economic transformation, and how different groups can work together to build a more equitable future. For example, discussions on diversity should also extend to the value chains within community schemes, whether in managing agents, security, or service providers. South Africa’s growing economy provides a perfect opportunity to embrace transformation within these sectors.
